I don't find Charles George Frederick Wheeler on the medal roll for the navy, and he certainly was not with the Naval Brigade.

The only navy personnel at Ulundi was Lieutenant A. B. Milne.

I could not find any reference to Wheeler on the Navy List, or in the Archives on-line records as a Seaman or Officer.
