John I'm not sure , but it may be the result of a cloudburst / Thunderstorm , ie - Large Puddle ! . It seems due to the greenery in the area that its taken in the rainy season . That would account for the water . As you may be aware they can get a heap of rain in a short time which would result in flashflooding in which this may be the case , or it may have been doctored , Littlehand may have the answer as he did post it .
