John,

If you look he is actually a member of the School's Staff rather than someone attending the course.

The members of Staff were relatively easy to spot on earlier groups as they would wear Staff Officers uniforms and Staff forage caps.

I don't see any Staff Officers obvious in either wing I'm afraid, generally they stood off to the side. That said in some groups I have the Commandant of the School sits in the centre of the group.

interesting that the Commandant was Colonel Ian Hamilton - just returned from the siege of Ladysmith (Nov 1899 - Feb 1900) during which he commanded 7th Brigade under Sir George White VC - Hamilton later commanded Allied forces in Gallipoli. Hythe was a quiet posting.
