Hi All,
Albert Smart born Otterbourne Hants 1853, on 1901 and 1911 census address Otterbourne.
Benjamin Gerard Smart on the Parish Council for Hayle, on the Electoral Roll from 1921 for Cornwall.
Sounds as if Albert is the Zulu War Policeman, and Benjamin served in the Natal Civil Service.
