The only name close to Thomas Finn in the 90th medal rolls is Bugler 1415 T Flin.
I'm saying this is him unless anything else comes to light.

Hi All,
I pulled some info but not really much help. I think the Bugler could be a good bet.
Thomas Finn was born 4 Oct 1862, Qm 6 July 1898, Capt by 1911, Major 6 July 1913, Retired 1 July 1919 Scottish Rifles, still on Army List 1921.
1891 census address Almeda St Barracks Hamilton, he is b.1864 QM Sgt Scots Rifles and is married.
1911 Census Hamilton b.1864 Colchester Essex Captain and now a Widow. Scottish Rifles.
Possibly Dies in Central London, June Qtr 1921.
Another Thomas Finn 94th ZW also possibly dies on this same date.
