Joseph Jacobs was born in Gosport, Hampshire 22 May 1856 and entered the Royal Navy aboard HMS Asia 22 March 1877 as a Stoker 2nd Class. Jacobs joined HMS Active 9th May 1877 and served aboard this ship until 25th October 1879. Rated Stoker 1st Class 1 September 1877 he rejoined HMS Asia 26 October 1879 and joined the Royal Yacht Victoria & Albert 27 January 1880 he continued to serve aboard the Royal Yacht until discharged to pension 31 March 1897, also awarded the Long Service & Good Conduct Medal.

Stoker Joseph Jacobs served aboard HMS Active during the 9th Cape Frontier Wars and the Zulu War. He is confirmed on the ship's medal roll as entitled to the South Africa Medal without clasp.
