There are two Charles Belcher's Listed on the Medal Roll.

Private 1803 Charles Belcher, 1st Batt. 24th Regiment.
Private 2141 Charles Belcher, 99th Regiment.

I have not been able to establish which one the reports belongs to yet.

I can now rule out Private 2141 Charles Belcher, 99th Regiment, as he was born in Devon.
