I could not find a Fowler listed for the 24th.

Army List 1877 for the 24th.

There is a Lieutenant Fowler listed for the 91st

No Lt. Fowler in either of the 24th's Regt's . Checked the Medal Roll & The Noble 24th .

You may need to check Army Lists over several years.
The 24th Foot existed prior to the 1877-9 campaign in Africa and Fowler may have served before this. Sorry if that sounds obvious. I''m afraid I don't have that info to hand, but hopefully someone on here may be able to help.
