Made me chuckle. I wonder who it was?

Natal Witness 12th August 1880
There is a mounted police officer to be seen occasionally in the streets the captivating effect of whose forage cap and frogging are somewhat spoilt by  his mincing walk. Can he not adopt the cavalry stride and swagger for which the N.M.P. are so distinctly celebrated as well as the uniform.

What was the newspaper article in connection to or was there a shortage of news in August 1880 and the editor had to fill a few inches of paper?
