Don Policarpo Toro was a Chilean Naval Officer, born in Melipilla in 1856. He enrolled in the Chilean Navy in 1871. From 1877 to 1879 he participated in the English Navy as a second lieutenant. In 1879, as war in the Pacific started, he asked to return to Chile, and participated in several actions.
Ho Sin Chuan was a Chinese Sub-Lieutenant serving on 'Boadicea' from 12 August, 1878. In a letter from Midshipman Harry Stuart Boldero (HMS Boadicea) to Lady Frere written March 23, 1879 at Port Natal, Harry writes: 'We have a Chinese Sub-Lieutenant on board, who is in a dreadful fright, lest he should be sent up to the front; even after our men are all gone, he is still afraid, and goes to the doctor saying he is ill.'
