Sorry I’ve been busy elsewhere.
I’ve seen that photograph before somewhere, but my mind is somewhat befuddled at present and I recall where.
I believe that he is a chief of some sort, or other, and the uniform is purely ceremonial.

Hi JY. I did put the photo up once before which is probably where you saw it. Interesting point about a being chief of some kind - I am very tempted to see a close match between these two.
