Shouldn't that be 'bass' drum? I'm no drummer but a brass drum wouldn't function, would it?

This is certainly a 'side drum' as opposed to a bass drum (the latter is the much larger type of drum used to keep marching troops in step).

The brass refers to the decorative shell which goes around the side drum.

I am a drummer and it looks like a snare drum.

It's actually a rope tension drum rather than a snare drum, whereby the desired pitch is achieved by tightening the ropes and placing pressure on the drum skins.
