I could only find a Capt H E Vernon DSO, ADC, Rifle Brigade during the Boer war. (H E not H B)
Receiving DCM as a Staff Officer, 8th Infantry Brigade. Faber's Put May 30th 1900.
Just need to find if this Vernon also fought in the Zulu war. ???

Perhaps Lt Col Vernon represented the Horsham Museum as an honorary curator and received the weapons in that capacity. His service record would therefore be in the 20th Century.

There is an H. B. Vernon in The London Gazette various entries over the first three decades of the 20th Century, serving in the 27th Punjabis.

The author of the article may have typed a B instead of a E, sounds similar. This may well be the man. After all he was in South Africa, if not in the Zulu war. Came home with a few souvenirs.
More info required.
